
Organization
The Estonian Association for the Deafblind began its activities in 1994 at the initiative of parents of deafblind children. There was a need to establish an independent organisation, as these parents lacked the skills necessary to communicate with, raise, and educate their children, and received no assistance from any government institution. At that time, Estonia had neither information about deafblindness nor the expertise required to work with deafblind people.
